<p> RETIRING. Pete Rozelle, 63, commissioner of the National
Football League since 1960; in Palm Desert, Calif. "I want to
get some fun out of the rest of my life," sighed Rozelle, former
Los Angeles Rams general manager who piloted what was once a
twelve-team football league with its offices in a bank in a
Philadelphia suburb into an alliance with the TV networks to
produce today's 28-team, billion-dollar behemoth. Rozelle
admitted he had been worn down by the N.F.L.'s legal battles
with the now defunct U.S.F.L. and by the players' strikes in
1982 and 1987.
